Enterprise Resource Planning (ERP) consolidates aspects of a business within a commonly aligned set of systems — accounting, payroll, human resources (HR), inventory, procurement and more. Information is entered once and then carried over to all other functions, resulting in less room for error and greatly reduced manual effort. Reporting is flexible, more accurate and highly automated, providing greater detail and better access to data for “big-picture“ overviews.


The 80th Texas Legislature passed House Bill 3106 that charged the Comptroller’s office (CPA) with establishing clear standards for implementing ERP in Texas. CPA’s ProjectONE team has brought an ERP financials and HR/payroll solution to Texas with the Centralized Accounting and Payroll/Personnel System or CAPPS that delivers the functionality required by HB 3106.

The implementation of CAPPS is also aligned with CPA’s Agency Strategic Plan for the Period 2015–19 and supports the December 2008 A Plan for the Implementation of Enterprise Resource Planning (ERP) for the State of Texas developed by the legislatively mandated ERP Advisory Council.

From PeopleSoft to CAPPS

The ProjectONE team created CAPPS to serve as the state’s ERP system using Oracle’s PeopleSoft 9.1 suite as a base. CAPPS was upgraded to PeopleSoft 9.2 in 2014.
