ProjectONE Update

The ProjectONE team is on track to implement an Enterprise Resource Planning (ERP) system for Texas that will provide one destination for real-time reliable information, reduce conflicting data, and provide better tracking and standardization of financial information. The team is excited to announce the new name of the system they are developing: CAPPS. CAPPS stands for Centralized Accounting and Payroll/Personnel System. On September 1, 2011, DIR will be the first agency in Texas to fully implement CAPPS for financials. Training for DIR staff affected by this change will begin in the summer. The team will use a blended learning approach including instructor-led training, web-based training, and open forum sessions.

DIR ProjectONE team members have been working hard the past six months as the project has transitioned out of process design and into functional design. Among other activities, the team participates in walkthroughs each week in order to review the functional design documents (FDDs) that provide details on what CAPPS is designed to do. The walkthroughs provide an opportunity for DIR staff to ask questions and then approve the FDDs.

The ProjectONE Reporting Team is working closely with DIR to ensure all of DIR’s reporting requirements will still be met after the implementation of CAPPS. The team has reviewed 450 statewide reports DIR now uses and determined that more than 75 percent of these can be eliminated by combining multiple criteria in a single CAPPS report. This will mark an unprecedented step forward in accountability and efficiency for the state, and DIR is leading the way for future agencies to follow.
